European Championships only count towards the CEV ranking, which should (?) be used to determine the teams in the European Qualification Tournament. But nothing is confirmed yet, I don't think that this new system has been approved by the IOC.

All teams are paid appearance fees and they sign a contract: if the bring their top riders, the fee will be higher. But when they signed this contract, the Giro organizers didn't know that Froome tested positive. There are rumors that, before the positive test was known, Sky and Froome also received money (up to 2 millions) from the Israeli organization that wanted Froome at the start.

The Giro organizers don't want Froome anymore (UCI announced his positive test just after the Giro presentation, Froome winning and then being banned would be a nightmare for the organizers), but they can't ban him. Either UCI or Sky should have suspended him.
