There are so many reasons why Qatar shouldn't host, and it never made the shortlist (ie doesn't meet the standards)... so I don't see the IOC gravitating to them.

Emmanual had 22.55 in the women's 200, which would have been a national record but the wind was too strong. Drouin did not compete as he pulled out due to an injury to his Achilles (he will compete in London). Barber had a disappointing 5.40m showing and Nettey had 6.23m. To qualify for worlds you need the standard (at any event) + finish in top 2 at nationals to qualify. For a lot of the events only 2-3 have the times/distances so they didn't need to push the limit.
