It’s really about choosing on what to compromise, more athletes from more countries, is leading to more viewers and for some smaller countries, seeing an athletes in the main stage  could lead to more children being exposed to the sport and wanting to take part and become  athletes , in Israel it’s happening with the judo and now Linoy ashram.

On the other hand, it’s against idea of “the best are qualifying” I think that(and I saw you suggested it)in order to make it “fair” there needs to be a law limiting the amount of athletes at the Qualifiers to X and that al those X could participate afterwards.

though it seem to me that the countries that sent more then 2 swimmers from the top , eventually they pushed each other to the top of the qualifiers

16 yo David Popovici swam 48.30 sec in the heats of 100m frestyle (link) and qualified for Tokyo!

Which, much to my surprise, is also available here and has everything available on-demand as well. Perfect, since Dutch NOS only has an online stream which can't be rewatched, so it's live or nothing there.
