It looks like :NOR is the only country who qualified a diver for the semifinals, but did not get allocated any quota. Essentially every other country at least got one diver in, but Norway missed out completely.

So the following nations are missing out despite reaching the semi-finals

 

Men's 3m - :CAN:IRL

Men's 10m - :FRA:JPN:BRA

Women's 3m - :BRA (New Zealand withdrew Oceania quota)

Women's 10m - :NOR:FRA:MAS (North Korea withdrew Asian quota)

It looks like there is 107 divers who qualified individually and 136 total quotas. There's not going to be 29 divers who are only competing in synchro, right?

In 2016 there were 23 synchro-only divers. If there's going to be more individuals added it will only be a handful (very likely less than the 9 above missing out)

Still sticking to my argument that the documents states ‘The 18 highest placed athletes at 2021 World Cup will each receive one quota place.’ :wall:

It does say that. Unfortunately it also says other things that are incompatible with that. There's no definitive answer to be found in an internally incoherent document.
