I think they will use the same list they used to allocate the spots, which is the IJF World Ranking List as of 28th June 2021...

As far as I know, the World list is the same as the Olympic list. 

First 8 qualified judoka's on the list are seeded. 1-8, 5-4, 3-6 and 7-2.
