I can help you.  You are correct that the answer is Cote d'azur. It's the blue area in the bottom of the track. I guess that is why it's named Cote d'azur.

As Wumo said, it's the blue area near the infield in which riders are not allowed to gain advantage or they'll be penalised.

That is the côte d'azur.
