What a mistake by BWF in MS. Seed 4 is in a group of 3 and has a bye in Rd of 16, while Seed 2 is in group of 4 with bye in Rd of 16 and Seed 3 is in group of 4 with no bye in Rd of 16. Seed 4 getting better advantage than Seed 2 is ridiculous. There was a better way of doing it. Seeds 2/3 should have been in group of 4 with byes  in Rd of 16. Top seed should have been in group of 3 with bye while 4th seed should have been in group of 3 without a bye.

Drawing rule for BWF is weird.. cannot understand why they do like this.

The whole format in singles with 13 groups is just really weird in general.

Add just one more quota, you can have 14 groups of three with byes for seeds 1 and 2. Much more intuitive.

The thing is BWF wants to have a group stage (unlike other racket sports) and they can't fix the number of groups in because of the variable number of players in singles.

 

What they can fix is the grouping conditions such as giving group of fours to lowest seeded players or making the bye positions flexible.
