If the virus can be contained in China, Korea, Italy, Japan and Iran, then it still could be resolved in a couple of weeks. And if part of the first one is literally locking people in their own homes and violently arresting people who might be sick, that is not an easy choice to make. I don't think he is gonna stay 14 days completely isolated in a room in his house. Also, about the safety of himself... we see that a large part of the deaths are old people.
