apparently Mostafa Hamdy achieved mqs in men's skeet by 116 , he's the only shooter to achieve it does it mean he's already qualified ?

Yes. Quotas for :EGY Mostafa Hamdy and :MAR Ibtissam Marirhi in skeet events. Both won it by virtue of being the only one with MQS.
