And the other thing is that most federations creates as much ununderstandable systems as possible, so that they were the only ones to really know, who is qualified. The only continental qualification event for Europe in Canoe Sprint is the one in Poznań in May 2020. Besides, the dates for the qualification events in the document you can find in this thread's first post start with August 2019 so nothing before World Champs in Szeged counts.
