I wouldn't have been surprised if the Dutch NOC decided to send no female tennis players to Rio. In 2012, Miranda Boonstra ran the Rotterdam marathon in 2:27.32 under terrible conditions, which was 8 seconds above the limit of the Dutch NOC. They decided not to send her to London.
