They were DSQ in the final but in the final ranking they still will be clasified on 8th place because in semis they performed better than other who did not make the final. 

 

So for example yesterday China got DSQ in the final but still made it to the Olympics.

Yeah, and who knew that anger could be the new performance enhancing revolution of the 21st century. She really just made herself more suspicious with her behaviour post race. People owe her nothing, why should she be spared scrutiny?

That makes sense but it wasn't the method used to qualify teams from the World Relays to the World Championships.

A disqualification in the final there meant you didn't qualify for these championships.

not exactly, qualification criteria were different for events without a B final (in that case making the final=certain qualification)

 

Qualification to World Championships

 

The top ten placed teams in the 4 x 100m and 4 x 400m events and the 
top twelve placed teams in the 4 x 400m Mixed event at the IAAF World 
Relays in the year of the World Championships shall automatically 
qualify for the IAAF World Championships. Such qualification shall be 
determined as follows:

 

Events without a Final B: the eight teams competing in the final, and 
those with the next best times in the first round. In the final, all 
participating teams must compete with bona fide effort, and if a team 
does not start in the final due to a medical reason, they must present a
medical certificate from the IAAF Medical Delegate in order to 
guarantee their qualification for the World Championships.


Events with a Final B: the eight teams competing in the Final and the 
next best placed teams in the Final B. If one or more teams in the Final 
A do not start or do not finish or are disqualified, their qualifying place 
is taken by the next best placed finishers in the Final B.

In my opinion the problem is the document of the qualification process, because I'm sure that IAAF intends that the finalist relays in World Championships will qualify, but if they write the first 8 Nocs and 1 or 2 relay are Dsd or Dnf they don't have a final ranking and so the first 2 out of final could make a complaint to have the tickets.
