According to my calculations these are the provisional quota's per NOC after World Cup 1 out of 4:

Women:

NOC Max # of different skaters 500m 1.000m 1.500m 3.000m 5.000m Mass Start Team Pursuit

:ARG

1 1

:BEL

3 1 1       1

:BLR

7 1 1   2 1 1 3
:CAN 8 2 2 2 3 2 2 3
:CHN 7 2 3 2 2 1 2
:CZE 7   1 2 2 1 2
:GBR 3 1 1 1
:GER 7 2 2 2     1
:ITA 4     1 1 1 1
:JPN 8 3 2 3 2 2 2 3
:KAZ 6 1 1 2 1   1
:KOR 7 2 2 1     2
:NED 9 3 3 3 3 2 2 3
:NOR 6 1 1 1 1 1   3
:POL 7 2 2 2     2 3
:RUS 8 3 3 3 2 1 2 3
:ROU 2 1 1
:SUI 2   1       1
:TPE 3 1 1 1
:USA 7 3 2 2 1   2 3

*5.000m ranking is purely based on current combined World Cup standings over 3.000m/5.000m. Next week, the only 5.000m will be skated.

Total maximum number of different skaters is now 112, though only 83 different skaters per gender may start. However, many countries will probably let several skaters skate multiple distances, i.e. :CZE will use only Sablikova and Zdrahalova (and maybe Kursova) to fill their 7 quota.

Reserves per distance (in order):

500m: :SUI :CAN :CHN :KOR:BEL :ROU

1.000m: :POL :CAN :USA :JPN :CZE :ROU

1.500m: :CHN :CAN :USA

3.000m: :GER :POL :BEL :KOR :JPN :NOR :GER :USA

Mass Start: :NOR :GBR :COL :NOR :GER :SUI :ITA :BLR

Team Pursuit: :SUI :GER

:AUT is the biggest country missing as Vanessa Herzog is injured. Hopefully she'll return in December to secure her spot.

*10.000m ranking is purely based on current combined World Cup standings over 5.000m/10.000m. Next week, the only 10.000m will be skated.

Total maximum number of different skaters is now 114, though only 83 different skaters per gender may start.

Reserves per distance (in order):

500m: :KAZ :SUI :POL :RUS :KOR :GER :ITA :NOR

1.000m: :FIN :TPE :HUN :COL :POL :GER :ITA :BLR

1.500m: :FIN :AUT :RUS :CHN :USA :POL :KAZ :KAZ

5.000m: :KOR :NZL :KAZ :DEN :CHN :JPN :GER :KOR

Mass Start: :POR :AUT :CAN :JPN :DEN :ITA :NZL :NOR

Team Pursuit: :DEN :POL :KAZ

:FIN currently first reserve on two distances. As long as I can remember, they've always qualified multiple skaters, so it would be a pity to see them missing out. I'm also hoping for :AUT Gabriel Odor to qualify on the men's 1.500m and/or mass start. :POR also just outside of the qualifying spots

:RUS only 2 skaters currently ranked high enough for a direct quotum on the 500m, which is probably the biggest surprise. .

So 27 NOCs with two one spot out of qualification and Austria likely to qualify if Herzog returns

Yes, :LAT:ARG and :COL are barely in though.

:DEN and :NZL should make it, but they're far from sure yet. So let's see what will happen.

I am not sure if China team pursuit got provisional quota despite of DQ. But I tend to think we are provisionally qualified based on my own interpretation of the document. I think as long as we are on top 11 (8 qualified teams + 3 reserve list teams) then we are qualified. Since there are only 11 teams registered so China is qualified for sure. I am eager to know others' thought about it and below is the qualification document and the relevant part.

D.2.2 If the host country does not earn at least two (2) quota places in the 500m, 1000m, 1500m, Mass Start (Women and Men), 3000m Women and 5000m Men and at least one (1) quota place in the 5000m Women and 10000m Men in D.2.1 but it has athletes who are placed in the respective events/distances Reserve List (as per D.2.5), for each individual event concerned the host country will be allocated event quota places considering also athletes ranked in the Reserve list, up to a maximum of two (2) athletes in the 500m, 1000m, 1500m, Mass Start (Women and Men), 3000m Women and 5000m Men and one (1) quota place in the 5000m Women and 10000m Men. For each of the Team Pursuit events the host country will be allocated an event quota place also in the case that the host country is only ranked in a Reserve list position.

D.2.5 Reserve List When the maximum total of quota places for an event/distance (as specified above) has been reached, the next SOQC positions per event/distance will constitute a reserve list of quota places. For each of the individual events/distances the reserve list consists of eight (8) reserve quota places. For each of the Team Pursuit events the reserve list consists of three (3) reserve quota places.

Yes, you are right. China just needs to finish and not get disqualified during any of the following World Cup events. Right now they’re not on the reserve list as they have 0 points and no valid best time.
