Men's team player Harmanpreet Singh, Vandana Katariya and Navjot Kaur have been nominated for the Arjuna Award, while former India players RP Singh and Sanggai Ibemhal have been recommended for the Dhyan Chand Award for Lifetime Achievement. I see a Spanish duo qualified with a combined ranking of 170 on Wikipedia. As far as I remember Divij and Rohan have a combined ranking less than 170. The Spanish pair you are talking is of singles players. If you see that wiki you can see it is TBD. Their qualifications depend on other singles players not wanting to participate in doubles.
