I think he means that they are so far ahead that they are sure to be qualified after this event

The qualification system for the mixed relay ended on May 1st and the top seven countries in the standings have already qualified for the Games with two men and two women.

This a second chance event for nations that finished outside the top 7 in Olympic ranking.

why can't France qualify a 3rd daughter? on the ranking there are countries less well classified than it and which are qualfiied,
