Probably it happens something similar to the Central American and Caribbean Games in which, if between the date limit for entries and the technical meeting of the sport/discipline in question, the number of countries/competitors drops under 5, it can still be hosted provided there are 4 nations/competitors.

For Pan Am Games, according to the regulations, you must have 5 nations competing to award medals.

The qualification system states there must be 5 participants from the same number of NOCs or associated members in order for an event to be valid

In principle this is true; however in some ocassions, injuries or lack of funds prevent some competitors from a determined event to actually participate; so in order to avoid other NOC's and sportspeople being affected by the event being canceled just a mere days before it takes place, the technical commission allows the event to still be held as official.
