So, there's place for 12 north korean hockey players but IOC can't make room for a usual World Cup competitor from a small and exotic country with no other competitors at this game. Sometimes IOC is dificult to understand for me. If there are cases where the rules "can" be break are cases like this one.

Also, why is the men's skeleton field so big? Is not like this is a sport werethe women are not competitive.

More like the IBSF allowing Nigeria to compete ranked much lower. SO if she can qualify why not ISV?

African quotas in Skeleton/Bobs are a joke. It's a risky sport to be giving quotas to athlete with no much international competition just because there's no oke more on this continent....

If I could I would increase the women's field to 30 and cut the maximum entries per country in some of the skiing events from 4 to 3

In freestyle/snowboard is the most obvious for me, 3 per country should be the maximum.

Even then, the rules were adjusted to remove athletes from countries already qualified. SO how does ISV not get a quota then, if she was ranked higher than Nigeria?

And where is Elena Nikitina? IOC is afraid that she will win a medal? Or because Cathy Uhlander from US doesnt like Nikitina?

They should have the same reallocation criteria as luge, meaning that ISV would get priority over JPN/ROU as they were still unrepresented in skeleton...

And yeah, I'd advise ISV to start making nuclear weapons before 2022.
