The elimination race is fun, but I really wouldn’t want it as a standalone event. Feels a little too… flukey.

Velodrome is in Izu, Shizuoka. Different prefacture, different rules.

Yes, because they're not in the Tokyo prefecture and the rules here are a little different than in Tokyo. Same with for example the mountainbike races which had quite a good amount of people.

Izu velodrome is outside the Tokyo Prefecture, and the prefecture it is in allows for a limited amount of spectators to attend.
