Algeria didn't show up for its match in Women's Goalball (I think it was disqualified), and because the ticket was for two matches, some fans were invited to play the sport

Not necessarily. Many countries are only just beginning to take an interest in Paralympic sports, so that we are going to see surges in performance as they identify athletes and invest in them for the first time. It's one of the reasons we see so many world records as the pool of talent grows from a relatively small base at each successive Games.
