It isn't . There could have been a chance Italy got a separate boat or Italy clubbed with nations below like Ivory Coast and Jamaica with Israel being clubbed with nations above it.

 

Just because we are India wouldn't mean we'll be in a boat with Indonesia. It could be Hungary, Hong Kong, Iceland and us with Indonesia on other boat.

Why? Because it’s Israel? or security wise?, I get the security concerns, i personally would prefer to see the stadium version for many reasons including security reasons, and I think the Houtis hearing about the existence of an Israeli boat is not a good idea whatsoever…
