All they needed to do was add a rule where the quota goes to the event in which the athlete performed best in (then prioritize C1 or K1 in the event of a tie). Many racers felt incomfortable during their runs today, not sure if it was by mistake or the organizers did it on purpose but the gates were set too close to the water.
