NOC, some countries like Iran and Russia don't care who win the quota. the trial process for the Olympics is the same as any other year. No. Athletes who have have already qualified quota cannot participate in other qualifying tournaments. From official document : Quote Athletes who qualified quota places for their NOC at the 2019 Senior World Championships will not have the right to take part in the Continental qualification tournaments of this 2nd phase. The NOCs/NFs will not be able to send other athletes in the weight categories in which they have already qualified a quota place. Quote Athletes who qualified quota places for their NOC at the 2019 Senior World Championships and the 2020 Continental Qualification tournaments will not have the right to take part in this 3rd qualification phase. Yeah I'm hoping the 2 athletes swap their categories at Olympics. It's much easier to win gold in 50kg for vinesh rather than be in top 8 in 53kg. If you remember even in Rio Qualification, she missed World Qualifier 1 due to the same issue. Don't wanna argue with you, but gold in 50 kg is a closed affair between the Japanese (whoever), Sun and Stadnik; moreover, Vinesh is a second class contender and wouldn't win any medal, not even if those 3 above-mentioned didn't participate.
