Unless a new nation makes an actual effort to qualify, you will always get the same nations at the Games. Equestrian is waaay too expensive and nobody is watching it here, there's no reason to spend money on it. And this isn't the kind of sport where suddenly talent appears (like some Hungarians in cycling) despite the lack of funding, because you need horses.
