Example: that group in 1994 with México, ireland, Italy and Norway. All equal in 4 points and goal difference, México finished top because of goals scored, Norway last for the same reason and Ireland above Italy because they won the match between them. I know but this is different. in that case only two teams were tied and after GD and number of goals. obviously they went for the head to head match but if 3 teams are tied. on points, GD and number of goals. they will remove results against the 4th places teams (Korea in this case) . now Sweden has more number of goals. now between Mexico and Germany the question is will they re-apply the tie breaking criteria once again (starting from criteria 1) or they will just go the next criteria.
