I am going to assume that the WADA decision will also affect the World Youth Olympics.  How does a youth qualify if the quota for their country is no longer available?

No, they specifically said the decision will not affect the 2020YOG because of how close the decision was to the event. Plus, if any YOG had ever been caught doping, I’d just be sad.
