it's quite simple...these National teams don't have either any NBA nor Euroleague players...

 

so, all of those teams who have their best players in those 2 leagues now are playing the Euro qualifiers with 2nd, 3rd tier rosters...

 

meanwhile those 2nd tier teams playing with all of their best players have a clear advantage, sometimes even a shot at upsetting bigger names...
