No, Australia always had 6 quotas. It's the limit per country in kayak.

There's six athletes listed there. I don't think there should be an extra quota.

I believe the IOC will allow tennis doubles teams of Russia and Belarus players at the Olympics, plus Russian and Belarus players are allowed to enter doubles teams into ATP and WTA tennis competitions, which are technically Olympic qualifiers. I don't see how this is any different. The Russia/Belarus ban is on team sports and not necessarily all team events within sports that include both individual and team competitions.
