  3. Do you mean theoretically or realistically? At least theoretically you can get a quota place in Luzern in every event in which you didn't qualify in Belgrade. There's no limitation of starters unless already qualified.

  10. Just going by the quotas, yes, I agree. But Germany also won 2xGold and 1x Bronzen in the World Championships 2019. And barring big surprised from both the 8 and 4x, this will not happen here.
