Since was given the ILCA 7 quota (I still think it's a mistake) then may still get the ILCA 6 reallocated quota.

Yeah, the IOC been walking a fine line over the past year. I doubt they will be dumb enough to give them quotas, that's a PR nightmare waiting to happen.

Poland currently has 5 athlete/horse combos with MER

So a team is still possible without the two. Plus more athletes/horses will still have time to get the MER in 2024, the end of the year requirement is to ensure there's at least three athletes with MER in the team event, which Poland has.

Did a thorough review. Only Brazil does not have the MER for dressage. Assuming they do not compete then they and the Group F quota will get reallocated. Here is the reallocation table going into the final month.

Both Norway and Luxembourg only have two riders with MER. Regardless unless something crazy happens the quotas will likely go to Finland and Portugal.

I haven't looked to see whether the other nations have MER, but along with Brazil, the Group F quota will be reallocated.

Here's the Netherlands qualification standards
Besides athletics/swimming (or injuries) most NOCs accept their quotas. Sweden usually has additional requirements, especially if the person that earned the quota is unfit to use it. Sailing Canada has declined quotas in the past as they don't want poor results impacting their funding.

Some might also use it as a practice for the Olympics, meaning very few will be peaking for this event.

I wonder if one of the teams are willing to throw the 5th place match so they could compete in OQT3. On paper are more difficult than though it seems Spain might be on the downswing while Slovenia is on the upswing so it may not matter
Plus if finishes 8th then OQT2 will turn into the easier group.

I view the summer team sports as:
Football > Basketball > Volleyball > Handball > Rugby Sevens > Field Hockey > Water Polo
Rugby Sevens and Field Hockey are close IMO. Rugby Sevens does better with men while Field Hockey does better with women. Rugby Sevens also has a better global distribution IMO.
Ice Hockey (and winter sports in general) is difficult to compare. If we hold Ice Hockey to Summer Olympics standards it would rank just above Water Polo at best because so few nations participate, but fewer nations take part in winter sports so is it a fair comparison?
