Because the first question the TdF organisers ask about any town they visit is not “Does it provide great racing conditions?” or “Does it have legions of enthusiastic fans?” but “Does it have 6000 unbooked hotel rooms in July?” So I’m guessing that Pau is the only town in the mid-Pyrenees that can guarantee that every year.
