Thanks everyone for your comments, which makes it clear now, at least as far as GBR is concerned. I agree this is unlikely but not impossible. I was mainly curious as it does potentially have a ripple effect on those that missed out on quotas because of Seonaid’s qualification.

One big difference relative to 2016 is that there is now a fixed quota for each event (2 per event) whereas 2016 the quotas could be spread however they pleased. Overall the 10m events have the most competition with women's 10m air rifle having 11 eligible nations, including 3 nations (Andorra, Bhutan and Nepal) having their only MQS mark in this event meaning we can't even have all 18 nations entered. On the flip side both the men's 25m rapid fire pistol and men's skeet have two eligible nations (OMA/PAK and MLT/PAK respectively).

 

Oman has the most options with eligible athletes in all events except the men's skeet. They also have an athletes with a MQS that's in the top two in five events, one more than Malta, Pakistan and Kuwait (ignoring events they have already qualified in). Of course, the quota doesn't necessarily go to the best tripartite nation as they take into account universality and how quotas in other sports are given out. This is why Bhutan is likely to be given the shooting quota despite being the second weakest nation in the women's 10m air rifle.

I didn't realize that nations can only win a single quota (this is changed from 2016). So remove Kuwait, Pakistan and San Marino from the list

The dates of the two latest events yet to be defined (European Continental Qualifiers) have now been revealed:

 

Rifle/Pistol: 17-28 May in Plzen, :CZE

Shotgun: 6-20 May, Chateauroux, :FRA

No surprises, Australia gets 3 more quotas for Tokyo, all achieved the MQS.

Question about the ranking. the document says

 

The highest ranked athlete not yet qualified in any event and provided that the athlete’s NOC does not have a quota place in that specific event, then theathlete will obtain one (1) quota place. These quota places are allocated to the athletes by name.

 

Does it mean if a NOC qualifies one shooter in an event, that's not possible for them to receive a second quota through ranking ?

    • I think I can live with the draw , not a bad group at all. just a week ago our mafia coach said his dream group is Belgium, Egypt and Haiti, he almost got that !   but it's really hard for me (and so many others) to cheer for this team, A mafia boss coach, disgusting group of players. I never had this feeling about any NT in any sport before but still the national team is the national team. you have to like it  coaches and players come and go, the team is what matters.   if the team makes it to the competition, I'm sure there will be lots of Iranians in the stadium despite the orange's ban, that will never be a problem.
