If I remember good the quota will be replace with the Setubal results.

Taken directly from the qualification system:

I assume that an injury will be considered as a decline of the quota so in case the world qualifier will count. But even more easily, in case an athlete gets injured the Olympic quota is simply lost and may not be reallocated
