It is possible, yes.

 

However, only one total universality place can be now awarded per nation (as opposed to one per gender in 2016).

 

Plus, I seem to remember reading somewhere that the universality spots will be awarded based on rankings. This should prevent nations from stacking up 100 m events (to an extent).

Some events are already over the quota anyway and won't use the rankings at all. (Women's 5k, men's 10k). I think women's triple jump will end up that way too

There's some bugs in there I think as, for example, they have 4 women from Germany qualified through time in the 100m (as 2 of them have the same time, I think)

Yes. Road to Tokyo shows that :OMA:FSM:KIR:TGA have moved :ITA Tortu from 40th qualified athlete to 44th.

I noticed in the Olympic schedule there is a preliminary round before Round 1 in men’s 100m but not the women’s 100m. I wonder is that because they anticipate they will overshoot the quota in the men’s 100m since that is where the majority of universality quotas are usually requested?

Isn't there a rule that no matter how many athletes qualify via minimum, the next best from ranking qualifies? 

I am unashamed, at getting nothing done.

Only if the quota hasn’t been reached in the event already. If the quota is filled by athletes with the automatic qualification standard then the rankings will not be used... they are only used to fill the quota in events where there are places available.

It’s not necessary about the technology in this case. I read an interview Coe gave a while back, and he said the additional time was likely the culprit for why so many athletes are reaching the standards. World Athletics only intended for about 50% of entries for each event to reach the standard, but with effectively two full seasons to qualify, more athletes have been able to do so. That was his two cents on the topic anyway.

    • Yea I only used transit besides this Uber / bus to the airport and back. All the venues were at the end of the line, so it allowed you to speak with other fans/volunteers etc. I even met Corrine Stoddard's mom after the first session of short track on the way back, and told her to remember our conversation if she won a medal later in the Olympics. We know how that ended up... 
    • I used public transit the entire time I was in Milan.   My first day was a doozy, because I had to two flights to reach Malpensa, and then the train into town was delayed, and then I got confused a station and boarded a tram instead of the metro, proceeded to travel in the wrong direction, got off, walked back to the station, found the metro, got off a station early, walked around a kilometer to my hotel, and checked in.   My colleagues mostly took cabs upon arrival, but I deduced to take the frugal approach. That said, I was a true public transit professional by the time I left Milan.   I actually enjoyed my rides to and from venues, because I'd just chat up fans and volunteers from different countries. It helped me learn more about the city too.   
    • It's the olympics, sleep is for the weak!    The first day i got there i was on a 12 hour flight from l.a to rome (flight that left mid day), lay over, another flight to milan, uber to hotel, then right away to speed skating (1500m men), then after uber to hockey venue for women's gold final, then after the celebrations uber to the hotel, i ended up being awake about 36 hours that day, the next morning i thought to go sightseeing in the center of milan, but ended up sleeping until like 2pm..... and had speed skating/short track that night 
    • I tried to get onto the metro multiple times and gave up    I had just arrived the day of from Bangkok (12 hr flight) and was just exhausted and wanted to sleep 
    • Plus, you missed out on a potential metro ride with me, which is quite priceless in my opinion 
    • My hotel was very close to Rho so was easy to get there, but it was so far from the hockey venue that after the women's gold medal match it was so expensive to get back, and also the next day after the usa slovakia semis it took forever, the asshole driver took the city and not the freeway  
    • Uber cost me $224 CAD to get back to the hotel from the OC. It basically prevented me from buying tickets to a speed skating session 
    • Romania's national team coach, Mircea Lucescu, has died half an hour ago He was in hospital since March 30th, just before the friendly match against Slovakia. Unbelievable how the life can have such turns...in March 26th he was in Istanbul playing the WC qualifying play-off vs Turkiye and now he died.    Thank you very much for every moments you bring us in your huge career (he's on 3rd place in a most trophies won in career, after Ferguson and Guardiola) and may your soul rest in peace, Mr. Lucescu.
