They can still be banned for personal use (and I think they are). :p

Well, there are many things ridiculously forbidden in most countries but I think it doesn't stop people from doing them in private anyway. :p

Which is why it's often wise to keep one 'rule' in mind: every country, no matter their government, undoubtedly has plenty of decent and genuinely nice people as well, no matter if it's the US, Serbia, the Netherlands, North Korea or White-Car-Istan :p
