They have their own horses here . not just because TKM is a neighbor, mostly because they don't have strict quarantine rules. they traveled to Ashgabat few weeks ago.

 

I'm no expert in this but apparently there is a conflict between International quarantine rules and rules about that in Iran, that's why Iranians could not bring their own horses to the competition, in past only Iranians living outside of Iran could participate as Iranian representatives
