Sagan seems to be disclassified. He's not among the top 3 in the official ranking anymore.

Yep, he got the last place in the first group (time-wise, since the first group was not exactly 115 riders anymore), as is usual when someone is declassified (and not disqualified, that last one means you're out of the race).

And he got penalized by 80 points in the green jersey competition

In addition to the points he lost by not being 2nd anymore. That is a punishment that hurts for him.
