Well, it's only fair that UWW follows its own rules set in qualification system. And QS says that unused host quotas will go to either tripartite nations or highest ranked unqualified nations from 2015 Worlds. Anyway, it would have been so unfair if nations that were hoping to get unused host quotas had to pay for the mess UWW made with doping disqualifications.
