Has always been that way in bob/skeleton - luge has different rules.  Suppose the idea is to put pressure on the leader on Day 2 Run 3.  People have cracked in the past.

No the reason is that the ice can degrade more in skeleton and bobsleigh than in luge so this helps the leaders.
