I still remember Gunther Weidlinger’s faceplant into the steeplechase barrier many years ago now at Europeans I think. He broke his nose I think and looked like he almost took his head off his shoulders. Anyone else remember that or am I just too old?

The Soviet Union was not Russia but a union of numerous countries. They were completely different entities. How can you simply add their numbers together when many of the USSR's medals were won by non-Russians.

That's how they do it. I believe Czech Republic also inherited all Czechoslovakia medals and Slovakia started from zero? @hckošice

Nope. Both started from zero. The figures for Czechoslovakia are separate from those of Czechia and Slovakia not to mention Bohemia.
