I don’t think you’re understanding what I’m trying to say. How can we qualify MORE than two backstrokers in an event, when the limit is two.

That's not what he was saying. He was saying he wants more athletes compared to the expected number. You've got to treat the "two backstrokers and 4x200m relay" part as one group, not separate.
