His feet have been parallel for the last couple of km, thats not legal and he should have been disqualified or at least got a warning (i dont know how many warning he had at that time). Third medal in Rio overall, second gold. but first ever medal in athletics (since independance ofc..there were few under Czechoslovakia, including another gold in Race walk but in 20km thanks Jozef Pribilinec in 1988)

I think there should be a case  for minor sanctions like in road cycling (time penalty, etc.)

True, there should be something like half a minute time penalty. Though I doubt that would matter much for Arai, since that would still put him out of the medals..
