A question to the specialists here: 

 

let’s assume a country wins a K4 and K1 quota here at the WCH. 
The same country wins a K2 quota at the continental qualifier. 

i guess they have to give back the K1 quota but how does the reallocation work? Does the quota go to the next eligible NOC at WCH?

Yeah, I think that's how it works. The federation has to choose which quota they reject because they can't have 7 athlete quotas, and they will obviously choose K1, not K2, so the K1 quota gets reallocated to the next best placed unqualified athlete.

But if the K2 boat is made up of athletes already qualified through the K4/K1 boats or is made up of 1 new athlete and 1 already qualified athlete, then they would be able to use all three quotas?

Yes, I think that's the idea because that's exactly our plan in men's kayak. 4 athlete quotas in K4, +1 athlete quota in K2 (Kopasz) and +1 athlete quota in K1 (Varga).
