I don't understand how IWF decided these reallocations. I understand, they not wanting to do the whole recalculations like they did for Bulgaria but they should have given these spots to highest ranked nation in World List not qualified. Norway finished higher than Albania and Georgia in both European Qualifiers and World Qualifiers and still they don't have a quota. Did Norway refuse the quota? Also, I am assuming it is not given to highest ranked individual as in that case, IWF would have declared the names of lifters receiving the quota.

I think they looked at individual rankings now (we thought they would do that during the first round of reallocations). Anyway, all of these quotas went to nations that don't have strong teams overall, but only some individuals (and that's why we can assume that individual rankings were used).

IWF statement on the reanalyzes 06.06.2016

The IWF has been notified by the IOC regarding presumed Adverse Analytical Findings and Adverse Analytical Findings that resulted from the retesting of the 2008 Beijing and 2012 London Olympic Games samples that also involves medal winners.The IWF closely cooperated with the IOC in the overall retesting procedure.

Anti-Doping issues to be discussed by the IWF Executive Board 20.06.2016

Recognizing the serious consequences with regard to the reanalysis of the London 2012 and Beijing 2008 Olympic Games samples, the IWF Executive Board dedicates a full day to discuss these and other Anti-Doping related matters at its meeting in Tbilisi, GEO on 22-23 June.

Following the decisions from 2015 that already showed the strictest approach towards zero tolerance, the IWF EB aims to continue its commitment and work for a clean sport.

As a reminder, the following decisions were made by the IWF Executive Board in 2015:

• Bulgaria was banned to participate in weightlifting at the Rio 2016 Olympic Games / relevant decision confirmed by CAS
• 1 quota was withdrawn from Romania due to the multiple positive cases in the qualification period
• 1 quota was withdrawn from Uzbekistan due to the multiple positive cases in the qualification period

Following the Executive Board meeting in Tbilisi, the summary of the relevant decisions will also be published.

Strong statement by the IWF Executive Board 22.06.2016

Recognizing the importance of the fight against doping at all times and with special regard to the serious consequences of the 2015 IWF World Championships Houston, USA results and the reanalyzes of the Beijing 2008 and London 2012 samples, the IWF Executive Board made the following decisions today:

1. The IWF Executive Board strictly and immediately applied its Special Anti-Doping rules for Rio 2016 on Quota withdrawal to countries having produced multiple positive cases in the Qualification period.

The IWF Executive Board unanimously voted the withdrawal of 11 quotas to the additional 2 that were already withdrawn from Romania and Uzbekistan.

Two (2) quotas were withdrawn from Azerbaijan (1Man – 1Woman) due to the multiple positive cases in the qualification period

One (1) quota was withdrawn from Belorussia (1Man) due to the multiple positive cases in the qualification period

Two (2) quotas were withdrawn from Kazakhstan (1Man – 1Woman) due to the multiple positive cases in the qualification period

Two (2) quotas were withdrawn from Moldova (2Men) due to the multiple positive cases in the qualification period

Two (2) quotas were withdrawn from Democratic People’s Republic of Korea (1Man – 1Woman) due to the multiple positive cases in the qualification period

Two (2) quotas were withdrawn from Russia (1Man – 1Woman) due to the multiple positive cases in the qualification period

One (1) quota was withdrawn from Romania (1Man) due to the multiple positive cases in the qualification period (19.11.2015)

One (1) quota was withdrawn from Uzbekistan (1Woman) due to the multiple positive cases in the qualification period (19.11.2015)

2. The IWF is setting up an Independent Investigation Commission to investigate into countries with multiple Anti-Doping Rule violations (3 or more per year) including those that have produced 3 or more Adverse Analytical Findings or Presumptive Adverse Analytical Findings in the reanalysis procedures of the 2008 and 2012 Olympic Games.
3. The IWF Executive Board is modifying its Anti-Doping Policy to enable it to apply extra sanctions beyond the existing articles, including suspension of Federations which produce the most significant number of Anti-Doping Rule Violations in an Olympic period.
4. The IWF will take appropriate measures to make sure that the athletes potentially implicated in the reanalysis process of the 2008 and 2012 Olympic Games – once disqualified by the IOC – shall not participate in the Rio 2016 Olympic Games.
5. The IWF Executive Board has decided that National Federations confirmed to have produced 3 or more Anti-Doping Rule Violations in the combined re-analysis process of the 2008 and 2012 Olympic Games shall be suspended for 1 year. Countries thus subject to suspension are: KAZ, RUS, BLR.

IWF Statement: McLaren Investigation Report 19.07.2016

The International Weightlifting Federation (IWF) has received the McLaren Report on the WADA Investigation of Sochi Allegations and noted with regret that the sport of Weightlifting is implicated.

The IWF contacts WADA in order to receive evidence regarding the McLaren report and ready to carefully evaluate the outcomes and fully cooperate with the respective Anti-Doping Organisations.

In the past four years (2013-2016) the IWF organised the following Events in Russia:

2013 IWF GP – 3rd President’s Cup – Moscow;
2014 IWF Junior World Championships – Kazan; IWF GP – 4th President’s Cup – Noyabrsk
2015 IWF GP – 5th President’s Cup – Grozny
2016 IWF GP – 6th President’s Cup – Kazan

It is important to emphasize that none of the samples taken in these Events were analysed in the Moscow Laboratory.

Furthermore the IWF runs an extensive out of competition (OOC) testing program in Russia and within the aforementioned period none of the OOC samples were analysed in the Moscow Laboratory.

 

The IWF showed multiple time its zero tolerance towards doping and acted as a pioneer by banning Bulgarian lifters from participating at the 2016 Rio Olympic Games. The IWF also withdrew numerous quota places from countries having produced multiple positive cases in the Qualification period. The IWF Executive Board further decided that National Federations confirmed to have produced 3 or more Anti-Doping Rule Violations in the combined re-analysis process of the 2008 and 2012 Olympic Games shall be suspended for 1 year.

IWF on the decision of the IOC Executive Board 25.07.2016

Following the decision of the International Olympic Committee Executive Board concerning the participation of Russian athletes in the Olympic Games in Rio 2016, the IWF states that:

 

The IWF acknowledges that the IOC will not accept any entry of any Russian athlete in the Olympic Games Rio 2016 unless such athlete can meet the conditions they set. The IWF acknowledges the request and criteria set by the IOC and await the evidence to be provided by the Russian athletes entered in the Rio 2016 Olympic Games. The IWF will evaluate the evidence provided once received. The IWF acknowledges that ROC is not allowed to enter any athlete for the Olympic Games Rio 2016 who has ever been sanctioned for doping, even if he or she has served the sanction.

 

In order to establish the pool of eligible Russian athletes, the IWF contacted the IOC, WADA for further clarification on the implementation of the decision that in some points might lead to confusion. The IWF is among those IFs where the Entry List is subject to changes following the eligibility check. As soon the IWF receives the relevant answers, information and clarification, the IWF Executive Board will issue the final decision on the eligibility of the Russian weightlifters.

IWF EB decision on Russian participation at the Rio 2016 OG 29.07.2016

he IWF Executive Board decided today to ban the Russian Weightlifting Federation from recommending/entering/participating with athletes and Technical Official at Rio Olympic Games 2016.

The decision is effective as of today.

The IWF Executive Board carefully studied question of the participation of Russian weightlifters in the Olympic Games Rio. The study included the World Anti-Doping Agency (WADA)’s Independent Person (IP) Report by Prof. Richard McLaren,

• IOC decision concerning the participation of Russian athletes in the Olympic Games in Rio 2016,
• Statistics (Re-analytical cases from the Beijing and London Olympic Games), Anti-Doping statistics concerning the Russian athletes,
• IWF Anti-Doping Policy,
• WADA Code,
• Olympic Charter,
• IOC, WADA communications
•  

According to the IOC decision concerning the participation of Russian athletes in the Olympic Games in Rio 2016, which set the eligibility criteria for the Russian athletes to participate at the Games the IWF Executive Board evaluated the nominated athletes’ eligibility. 8 (Eight) athletes were nominated by the Russian Olympic Committee (ROC) to compete in the Rio Olympic Games weightlifting events. Ms. Tatiana Kashirina’s and Ms. Anastasiia Romanova’s nominations were withdrawn by the ROC due to prior anti-doping rule violations. Four (4) additional athletes were listed in the McLaren Report as beneficiaries of the Disappearing Positive Methodology System.

 

According to the IOC decision “the IFs to examine the information contained in the IP Report and for such purpose seek from WADA the names of athletes and National Federations (NFs) implicated. Nobody implicated, be it an athlete, an official, or an NF, may be accepted for entry or accreditation for the Olympic Games.” The implication of athletes in the IP Report has been made ineligibility criteria by the IOC; no further action or decision is required from the IWF in this regard.

 

Furthermore, according to the latest IOC decision:

“Under these exceptional circumstances, Russian athletes in any of the 28 Olympic summer sports have to assume the consequences of what amounts to a collective responsibility in order to protect the credibility of the Olympic competitions, and the “presumption of innocence” cannot be applied to them. On the other hand, according to the rules of natural justice, individual justice, to which every human being is entitled, has to be applied. This means that each affected athlete must be given the opportunity to rebut the applicability of collective responsibility in his or her individual case.”

 

Further to the above, we would like to highlight the extremely shocking and disappointing statistics regarding the Russian weightlifters:

As of today there are 7 confirmed AAFs for Russian weightlifters from the combined reanalysis process of London and Beijing, while the second wave of Beijing reanalyses is not yet in a stage when the names and countries involved can be publicly disclosed. The IOC asked the International Federations to “apply their respective rules in relation to the sanctioning of entire NFs.“ According to Article 12.4 of the IWF Anti-Doping Policy,„If any Member Federation or members or officials thereof, by reason of conduct connected with or associated with doping or anti-doping rule violations, brings the sport of weightlifting into disrepute, the IWF Executive Board may, in its discretion, take such action as it deems fit to protect the reputation and integrity of the sport.“The IWF Executive Board confirmed that the Russian Weightlifting Federation and Russian weightlifters brought the weightlifting sport into disrepute.In the light of the above, the Executive Board decided to withdraw the appointment of the Russian Technical Official from the Rio2016 Olympic Games.

 

The integrity of the weightlifting sport has been seriously damaged on multiple times and levels by the Russians, therefore an appropriate sanction was applied in order to preserve the status of the sport.

According to the Reallocation Policy, the Executive Board decided to offer the available Quota place to athletes from the following NOCs:

Women ALB, GEO, MDA
Men BEL, CRO, ESA, MGL, SRB

All athletes beneficiating from this last minute Reallocation were tested in the Qualification Period and are subject to further testing before participation.
