AIN have supposedly rejected all their quotas, so it's more likely that 1 universality or Oceania Continental Quota (:KIR) has been rejected.

I think that it's sure that AIN rejected their quotas, yesterday on IJF site we could see that in total 377 judokas from 122 countries are going to compete, but now it shows 370 from 121 countries and yet 7 AIN's was allowed to compete.

If there is a realication my understanding is it would go to the highestvranked Athlete not yet qualified independent of gender and of course respecting 1 athlete per NOC in one category? 
 

if that’s right it would be Croatia (Puljiz)

Either Cuba declined the reallocation or someone else declined direct quota.

Magdiel Estrada defected from the Cuban team during the Pan American Championship that took place in Brazil.
