Maybe, because in the document UKR replaces LUX, but I'm not sure if it is official or what it is

The qualification document now has Argentina crossed out

 

The quotas were reallocated to and

 

I can't remember if it was mentioned yet, but lost their quota in dressage and now has the spot

 

Also the reallocated jumping quota to has been declined and now goes to
