I am afraid the IOC will really do this. But it is not a question of "team" it is a question of AINs - Individual Neutral Athletes. The IOC declared that AINs will participate in Paris. Regardless, quotas will need to be reallocated. now that makes sense, so they are waiting for those countries (CHN, KAZ in Asia and USA in MK) to confirm one of those quotas and then they can reallocate the other one so Singapore, Iran and Brazil will get a quota later most probably but that's not 100% confirmed yet.
