Pretty much, without a qualifier there isn't a fair way to do this. Like if we don't use the rankings the only other options are a) No one goes or b) The IOC/Whoever is in charge of boxing appoints athletes.

Considering that the rankings for Pan American nations are based on results from almost two years ago there are a lot of reasons why we won't get to see the best athletes in our continent compete.

How does gender equality factor into this? It's not like they are hosting the men's events and not the women's. "Continental inequality" would be a better term.

I agree there should be another one-person boat. However, the writing has been on the wall for a long time now. You'd think by at the latest 2012 (when women's boxing was added) that Finn knew that they better start organizing a women's division. It's the same thing with Greco-Roman wrestling. If you don't adapt you are going to be left behind.

One big issue for places like GraceNote is that they only consider the top three for each event when in reality many events can have many entrants with at least a 5-10% chance. This usually evens out which is one reason GraceNote is no longer listing the medal winners (the other being money), but you sometimes get scenarios where a nation barely sneaks in/misses the top three more often than not. The other big issue (which can be seen in world rankings) is that athletes/teams which compete more often (or in more prestigious events) can inflate their position which causes a big surprise to non-experts within the sport. I tried to construct a prediction model about a year ago, but COVID ruined it.

It makes sense in events where only 1 or 2 athletes reached the OQT standard, but it get tricky in events with more athletes. Especially when you consider that most of those OQT standards were done back in 2019. Then you have the whole choosing athletes for the relays.

Maybe they are banking on that? Though that's a risky game to play on an athlete with a chance (albeit a slight one) for an Olympic medal.
