That's 4/10 boats New Zealand decided not to compete in.

That's very curious as NZ is such a strong sailing nation 

Indeed I'd bet that even the NZ also rans who are being passed over would be stronger sailors than their replacements from  minnow sailing nations 

My guess that NZ expects every sailor wearing their national colours to be of the elite medal contesting  standard

In general, New Zealand athletes must demonstrate they are capable of finishing in the top 16 with the potential at finishing in the top 8
