According to this article, Mozambique may have applied for the taekwondo invitation...

That is poor sport administration skills and carelessness that is somewhat common in Southeast Asian countries. Still can't believe that Indonesia would screwed up its athletes' opportunity to compete in a last chance tournament due to clerical mistakes.
