I'd say more like following recent custom.  They haven't been putting numbers on the podiums for quite a number of years.

Paris wanted an AC-free Olympics. Visiting nations had other plans.

Some delegations feel uneasy about relying on a more sustainable French geothermal cooling system.

Snap legislative election in France, could be very different government in place by the time games open with then what would have been expected. Can’t Imagine the IOC being happy  that they could be turbulent times in France just as the games are arriving.
